Long-Term Key Management for Hospitals
Independent Locksmiths & Security (ILS) has been the incumbent locksmith for Western Sydney Local Health District (WSLHD) for over 40 years. This long-standing partnership demonstrates our commitment to reliable service, deep expertise in master keying, and our ability to deliver scalable, modern security solutions in high-demand healthcare environments.
For the first 20 years of our engagement, we supplied, installed, and managed a restricted Lockwood A–F keying system across the Westmead Hospital and surrounding medical centres. The system was extensive, securing more than 3,000 doors.
Major Project: Key System Upgrade to Lockwood Twin Broach
In 2006, WSLHD opted to modernise its keying infrastructure. ILS were selected to plan and manage the transition to a more advanced Lockwood Twin broach system. This rollout was implemented gradually, beginning with new buildings and refurbishments, and phasing out the legacy A–F system
over time. Today, the Lockwood Twin system has been successfully expanded across the entire WSLHD network, securing:
- Westmead Hospital
- Blacktown Hospital
- Mount Druitt Hospital
- Auburn Hospital
- Multiple medical centres and support buildings under WSLHD
The system now secures more than 8,000 doors, with continued room for expansion.
Expert Master Keying and Future-Proof Design
Our in-house Master Keying Department played a crucial role in the success of this rollout. Each new segment of the Lockwood Twin system was designed with scalability in mind. This foresight has allowed WSLHD to expand confidently, knowing the infrastructure has capacity for ongoing growth,
providing peace of mind regarding both security and long-term viability.
Key Management Software: Promaster Key Manager 8
To ensure proper control and traceability, WSLHD utilises Promaster Key Manager 8. Our team was responsible for:
- The full setup and configuration of the software
- Comprehensive training for hospital staff
- Ongoing support and guidance as the system grows
One of the key users of the software is Nazim Mansuri, Security Administration Officer at Westmead Hospital. Nazim manages the system daily – issuing and tracking keys, auditing access, and identifying appropriate keying via digital records. Nazim’s proficiency in Promaster ensures smooth day-to-day
operations and accurate key accountability across the district.

The Lockwood Twin keying system within WSLHD continues to flourish, with new developments seamlessly integrating into the master key plan.
